Paul Chatfield explained to the
board that the contractor who had bid on the salt storage building, Shamrock

because the poles he was planning to use for construction no longer meet the
current building codes. It was the recommendation of the engineer that the

Resolved that the contract from Shamrock Farm Fencing is withdrawn.
Paul
Chatfield informed the board that Shamrock Farm Fencing was requesting that the
bid security of $7245.00 that they had paid to the town be returned to them.
Following a lengthy discussion on the bidding process and who had the
responsibility of being sure that the bid was within building code regulations
it was decided that the town would return only a portion of the money. The town
feels that the responsibility was that of the engineers and of no fault of the town.
It was determined that the town would incur $5100.00 in additional expenses to
bid the construction of the salt storage building a second time. The town
decided that they would keep $5100.00 from the bid security to cover the
expenses. At that time Chatfield engineers
agreed to lower their expenses by $400.00 allowing those dollars to be returned
to the bidder. The town agreed to return $2545.00 to Shamrock Farm Fencing.
